2015 Ozone NAAQS State Implementation Plan

​Background

In 2015, U.S. Environmental Protection Agency (EPA) promulgated a new National Ambient Air Quality Standards (NAAQS) for Ozone at a maximum daily 8-hour average concentration of 0.070 parts per million (ppm). The Sacramento Federal Nonattainment Area (SFNA, map) exceeded the standard and based on the modeling forecast, the SFNA air districts have requested a classification to "Severe" with attainment deadline of August 3, 2033. The Sacramento Regional 2015 National Ambient Air Quality Standard 8-Hour Ozone Attainment and Reasonable Further Progress Plan (Plan) below addresses the Clean Air Act planning requirements associated with the "Severe" classification.

The Plan includes the elements of ozone trends, emissions inventories, photochemical modeling, attainment demonstration, ozone transport, conformity (general and transportation), reasonable further Progress (RFP), weight of evidence, vehicle miles traveled (VMT) offset demonstration, reasonably available control measure (RACM) analysis, statewide control measures, and proposed state and local contingency measures.

​Public Hearing and Adoption Schedule

Sacramento Federal Nonattainment Area (SFNA) air districts will hold public hearings to consider adoption of the Plan. The Plan covers the SFNA, which comprises with Sacramento and Yolo counties, and portions of El Dorado, Placer, Solano, and Sutter counties.
