SUBJECT:Revisions to the Sacramento County Portion of California’s State Implementation Plan to Remove Control Measures SMAQMD – 412, IC ENGINES and SMAQMD – 471, ASPHALTIC CONCRETE

The Board of Directors of the Sacramento Metropolitan AQMD will conduct a public hearing to consider a proposed revision to the 2009 Sacramento Regional 8-Hour Ozone and Reasonable Further Progress Plan to remove the commitments to adopt control measures SMAQMD – 412, IC Engines, and SMAQMD – 471, Asphaltic Concrete. This revision of the State Implementation Plan will be forwarded to the California Air Resources Board for their approval and subsequent submittal to the U.S. Environmental Protection Agency for final approval as a revision to the State Implementation Plan.

These measures would have required installation of new equipment or upgrades of existing equipment. The following factors have led Staff to recommend this revision. These factors include:

  • Recent impact of the economic downturn in the construction and development industry; and
  • Reduced emissions and estimated emissions reduction potential from the control measures, which increased the cost effectiveness well beyond other measures.

This revision complies with the Clean Air Act (CAA) Section 110(l) because it will not change or interfere with the attainment demonstration (CAA Sections 172(c)(1) and 182(c)(2)(A)) or the reasonable further progress demonstration (CAA Sections 182(c)(2)(B) and (C)), and the reasonably available control measures conclusions (CAA Section 172(c)(1) and 182(c)), and will satisfy the requirements for the contingency measure conclusions (CAA Section 172(c)(9) and 182(c)(9)).

By this notice, all interested parties are specifically requested to provide comments on the proposed amendments. Oral and written testimony may be directed to the Board of Directors at the public hearing on August 25, 2011.
