SUBJECT:Revision to the Sacramento County Portion of California’s State Implementation Plan to Remove Control Measures IS-1, Operational Indirect Source Review and IS-2, Construction Mitigation

The Staff of the Sacramento Metropolitan AQMD will hold a public workshop for a proposed revision to the 2009 Sacramento Regional 8-Hour Ozone Attainment and Reasonable Further Progress Plan. The current plan includes the indirect source review (ISR) emissions control measures IS-1 (Operational Indirect Source Review) and IS-2 (Construction Mitigation).
These measures would require mitigating emissions from construction and operation of new development projects. Since the approval of the Plan, several factors have led Staff to recommend this revision. These factors include:
- Increasing implementation by lead agencies of the District’s recommended CEQA mitigation.
- The current economic climate for the construction and development industries.
- California Air Resources Board’s projected mobile source emissions are lower than previously estimated.
- Other requirements such as SB 375 and Proposition 26.
This revision complies with Clean Air Act (CAA) Section 110(l) because it will not change or interfere with the attainment demonstration (CAA Sections 172(c)(1) and 182(c)(2)(A)) or reasonable further progress demonstration (CAA Sections 182(c)(2)(B) and (C)), and will not change the reasonable available control measure conclusions (CAA Section 172(c)(1)).
