SUBJECT: New Air Quality Regulations to Control Emissions of Airborne Particulate Matter

State law (SB 656) requires the Sacramento Air Quality Management District to adopt, by July 31, 2005, a schedule to implement appropriate control measures to reduce particulate matter (PM) pollution. The law also requires the District to first conduct a public workshop to solicit input on its selection and prioritization of PM control measures. The aim of this public workshop is to solicit public input from any interested person to select and prioritize control measures that would be most effective, cost-effective and feasible for implementation in Sacramento County.

District staff has analyzed a list of potential measures that was adopted by the California Air Resources Board on November 19, 2004. In addition to measures that the District has already adopted or is already committed to, staff is proposing the following measures as the most cost-effective and feasible for implementation in Sacramento County:

  • Control of combustion emissions from residential wood burning fireplaces and wood burning heaters.
  • Control of fugitive dust emissions from construction, demolition, excavation, extraction, grading, and other earthmoving activities, inactive disturbed land, track-out resulting from construction and demolition operations, and vehicle travel on paved and unpaved roads.
  • Control of chain-driven charbroiler operations.
  • Control on agricultural operations when tilling or mulching is performed in high wind
  • On-Road Motor Vehicle Mitigation Option

An accompanying table includes the measures being considered and proposed schedules for further analyzing the measure and adopting and implementing if the measure is found to have cost-effective emission impact. Staff is soliciting public input on which measures should be included in the implementation schedule presented to the Air District Board for approval in July 2005. Additional public workshops will be held to develop enforceable rules and regulations to implement each control measure. Please advise us if you want to be notified of these future meetings.
