SUBJECT: Proposed Amendments to Rule 101 – General Provisions and Definitions

The Board of Directors of the Sacramento Metropolitan Air Quality Management District (District) will consider the adoption of proposed amendments to Rule 101 – GENERAL PROVISIONS AND DEFINITIONS. Rule 101 contains general provisions and definitions used by the District, including the definition of volatile organic compounds (VOC). Staff is proposing to amend Rule 101 to exempt the following compounds from the District’s definition of VOC: hydrofluoroether (HFE)-7000, HFE-7300, HFE-7500, methyl formate, dimethyl carbonate, and propylene carbonate. These compounds may be used as refrigerants, aerosol propellants, foam blowing agents, lubricants, degreasers, or components of coatings. This rule will be submitted to the U.S. Environmental Protection Agency as an amendment to 40 CFR 70 Appendix A for California Section (w).
