Staff is seeking comments and suggestions on a proposed rule requiring persons undertaking construction projects to submit a plan and mitigate the project’s construction emissions.
At the workshop, Staff will discuss and receive comments on a Concept Paper for proposed Rule 1052 – Construction Mitigation. The rule will require persons who construct commercial, residential, transportation and other projects larger than specified sizes in Sacramento County to submit a plan to mitigate the project’s baseline construction emissions by an amount equivalent to 20% of the nitrogen oxides (NOx) emissions and 45% of the emissions of particulate matter 10 microns or less in diameter (PM10). The baseline construction emissions are the statewide average emissions for construction equipment greater than 50 horsepower used on the construction project, calculated using the URBEMIS model or another approved tool. Persons may comply either by 1) using construction equipment that collectively emits less than the baseline emissions by the required amount, or 2) paying fees that the District will use to obtain mitigation.
