The Staff of the Sacramento Metropolitan AQMD will conduct a public workshop to discuss the following proposed rules:
Rule 250 – Sacramento Carbon Exchange Program
Rule 350 – Greenhouse Gas Program Fees
Staff is proposing to adopt Rule 250 to provide a mechanism for generating and banking carbon credits from voluntary greenhouse gas (GHG) emission reduction activities in Sacramento County. To be eligible for this program, GHG emission reduction activities have to follow California Air Resources Board (CARB)–approved protocols. Proposed Rule 250 applies to anyone who wants to generate and bank carbon credits or wants to buy, sell, or use carbon credits registered in the District Bank. Staff is also proposing to adopt Rule 350, which establishes fee to recover the District’s cost to implement proposed Rule 250.
Staff finds that proposed Rule 250 is exempt from the California Environmental Quality Act (CEQA) because it can be seen with certainty that there is no possibility that it may have a significant effect on the environment (Section 15061(b)(3), State CEQA guidelines). Staff also finds that proposed Rule 350 is exempt from CEQA because CEQA does not apply to the establishment of fees by public agencies for the purpose of meeting operating expenses (Section 15273(a)(1), State CEQA Guidelines).
