SUBJECT: Notice of Public Hearing for Proposed Amendments to Rules 450, 451, 452, 454, 456, 463, 464, 465 and 466

The District Board will consider the adoption of the proposed amendments to the following rules:

- Rule 464 – Organic Chemical Manufacturing Operations (PDF)
- Rule 465 – Polyester Resin Operations (PDF)
- Rule 466 – Solvent Cleaning
Staff proposes to reduce the allowable VOC content of materials used in a variety of solvent cleaning activities, including: cleaning of coating and ink application equipment; surface preparation; product cleaning; maintenance cleaning; and degreasing (including parts cleaners). VOC limits as low as 25 grams per liter are proposed, with higher limits for certain specialized applications.
Staff also proposes amendments to address U.S. EPA comments on the approvability of Rules 450, 451, 452, 463, and 466 into the California State Implementation Plan. U.S. EPA identified specific provisions in these rules that must meet the recommendations for Reasonably Available Control Technology in recent Control Techniques Guidelines (CTG) document for Offset Lithographic and Letterpress Printing, Flexible Package Printing, and Metal Furniture Coatings, as well as other federal guidance. Staff has determined that these additional changes will not affect any existing sources within the District.
Staff finds that the proposed amendments are exempt from the California Environmental Quality Act (CEQA) as an action by a regulatory agency for protection of the environment (Class 8 Categorical Exemption, Section 15308 State CEQA Guidelines) and because it can be seen with certainty that there is no possibility that the activity may have a significant adverse effect on the environment (Section 15061(b)(3), State CEQA Guidelines).
