Background
The Carl Moyer Grant Program was established in 1998 to fund the incremental cost of cleaner-than-required heavy-duty engines.
The Off-Road Equipment Replacement Program (ERP), an extension of the Carl Moyer Program, provides grant funds to replace Tier 0, high-polluting off-road equipment with the cleanest available emission level equipment.
Currently, there is $10 Million available for funding ERP projects in the Sacramento County, El Dorado County, Placer County, Yolo County and some parts of Solano County.
Projects are eligible for reimbursement for up to:
- a maximum of 80 percent of total equipment costs, or
- the eligible cost of an engine repower that meets the current Model Year California Air Resources Board emission standard, or
- the SMAQMD cost-effectiveness threshold for the emissions reduced, which ever is less.
