Statewide Program Provides Local Funding to Help Improve Air Quality
Private business and public agencies that use heavy-duty vehicles or mobile off-road equipment can receive funds to defray the costs of new lower emission technologies for diesel engines. The AQMD helps fleets pay for new lower emission engines, lower emission retrofits, and new equipment replacements under the AQMD’s Heavy-Duty Low-Emission Vehicle Program. Mobile sources such as cars, trucks, tractors and other on and off road vehicles produce 70 percent of our air pollution. Low-emission fuels and technologies lead the way to cleaner air. By helping businesses purchase newer engines the AQMD will accelerate progress towards reducing air emissions, improve air quality locally, and help the state meet federally mandated clean-air milestones.
The AQMD offers programs to help you pay for:
- Lower-emission engines in NEW on- and off-road tractors, buses, backhoes and harvesters
- Repowering, rebuilding, or retrofitting USED equipment with cleaner engines or other low-emission technology
Off-Road Grant Programs
Agricultural Irrigation Pump Motors
Agricultural Pump Electrification Program provides funds for the incremental cost of electric motors to replace diesel agricultural pumps. Applies to existing diesel agricultural pumps 25 HP or greater operating in the Sacramento Federal Ozone Nonattainment Area or South Lake Tahoe. More information. Status: Open. Agricultural & Construction Equipment Replacement
The Off-Road Equipment Replacement Program (ERP) provides funds to replace Tier 0, high-polluting off-road diesel equipment with the cleanest available emission level equipment. Applies to existing diesel self-propelled equipment 25 HP or greater operating in the Sacramento Federal Ozone Nonattainment Area or South Lake Tahoe. More information. Status: Open. Engine Repower
The Off-Road Engine Repower Program provides funds for the incremental cost of cleaner-than-required engines for agriculture equipment, construction equipment, and non-pleasure craft, commercial marine vessels. Applies to existing diesel self-propelled equipment 25 HP or greater operating in the Sacramento Federal Ozone Nonattainment Area or South Lake Tahoe. More information. Status: Open. Engine Retrofit
The Off-Road Engine Retrofit Program provides funds to retrofit off-road diesel engines with the highest level Verified Diesel Emission Strategy (VDECS). VDECS reduces harmful engine exhaust emissions resulting from an engine’s post combustion process. Applies to equipment 25 HP or greater operating in the Sacramento Federal Ozone Nonattainment Area or South Lake Tahoe. More information. Status: Open. Accepting applications.

The Carl Moyer Program provides funds to replace, rebuild, or repower locomotives. Applies to locomotives operating in the Sacramento Federal Ozone Nonattainment Area. More information. Status: Open. Accepting applications.
Locomotive – Goods Movement
The Goods Movement Emission Reduction Program (GMERP) provides funds to replace, rebuild, or repower locomotives. Applies to locomotives used in goods movement operation in California that can prove at least 50% operation on trade corridor(s) within the past 24 months. More information. Status: Closed. School Bus Replacements and Retrofits
The Lower-Emission School Bus Program (LESBP) provides funds to: (a) replace pre-1987 engine model year school buses with cleaner emission school buses and (b) retrofit 1987-2006 engine model year school buses with Verified Diesel Emission Control Systems. Truck Retrofits
The Goods Movement Emission Reduction Program (GMERP) provides funds for engine retrofits of Class 8 diesel on-road trucks. Applies to goods movement operation in California with at least 50% operation on trade corridor(s) in the past 24 months. More information. Status: Closed. Moyer Voucher Incentive Program (VIP) provides funds for replacement or retrofits of heavy-duty diesel vehicles earlier than would have been expected through normal attrition or by regulation. More information. Status: Open.
Truck Replacements
The Electric Truck Replacement Program provides funds to replace diesel medium-duty vehicles with electric technology vehicles. The Electric Truck Replacement grant funds can be combined with other funds. More information. Status: Open. Accepting complete applications.

The Hybrid Truck Replacement Program provides funds to replace diesel medium to heavy-duty vehicles, including school buses, with hybrid technology vehicles. The Hybrid Truck Replacement grant funds can be combined with other funds. More information. Status: Closed.
The Moyer Voucher Incentive Program (VIP) provides vouchers through AQMD-approved dealerships for the replacement of on-road heavy-duty diesel vehicles that have 2002 or older engines with cleaner emission vehicles. The Sacramento Emergency Clean Air Transportation (SECAT) Program provides funds to replace on-road heavy-duty diesel vehicles that have 2002 or older engines with cleaner emission vehicles. Mow Down
The Mow Down Air Pollution Program - Each spring, registered participants can trade gasoline mowers for a limited number of new, discounted, cordless rechargeable mowers. More information.

Wood Stove Change Out
The Wood Stove Change-Out Program provides funding for the replacement of older, polluting fireplaces and wood stoves with certified cleaner burning units. Environmental justice zones receive slightly more funding than non-environmental justice zones. More information.
